Get Moira back to her father and prove she hasn’t been brainwashed (yet). Canonically Thaurrisan dies in a botched rescue attempt, so if we remove the need for that it might all work out.

Try sending an official diplomatic envoy through Stormwind. Who knows if it will be accepted but it probably wouldn’t hurt

Carefully monitor Thorium Point and Kargath, the two most likely staging areas for an assault on Black Rock Mountains

Try to capture one or more dwarves in the city using methods other than necklaces (fuckin crafty dwarves)

Capture Thaurrisan, allowing him to summon backup and teleport away

Capture Moira, giving her a large power boost as she is accelerated to her faction leader power level.

Install stealthy/disguised bodyguards around him like Doris

Get Nefarian and/or the Dark Horde involved somehow.
