People have wealth that they pass on to their children, and as a result some families tend to be richer than others. Decisions are made by democratically-elected representatives, who levy taxes on the wealthiest to pay for common goods.

Society comes in recognized social castes, with little mobility between them. Power lies in the hands of the wealthiest, with any elections mostly a formality. Taxes generally funnel wealth from the poor to the rich rather than the reverse.

A person’s place in society is determined from birth, with a wretched underclass, a relatively wealthy merchant class, and a hereditary nobility. Power is a divine gift, not to be challenged.
