Should pre-sale talks be considered for feedback?

A prime example would be a seller is selling a card for 20$. You, the buyer, ask for their paypal to send the money. You send the 20$. Two days pass and you notice a refund was given to you. The seller has now relisted that card at 50$ and asks for you to pay the new list price to get the card. Should this type of interaction(negative) be weighed for feedback even though a trade/sell hasn’t occurred?
