The Agents of the Black Triad
They are a criminal organization, more focused on money and underworld power. They usually don't pick fights with law enforcement, preferring extortion, corruption (the shady dealings kind) and dealing in illicit goods. However, some of their goons have some "enhancements" like cybernetics and those were involved in a break-in at an old storage site where they made off with mind control technology. Which they intend to sell but also to harness for their own ends, to subvert law enforcement and politicians fully.
