What should be done with the 61 new neutral items in Dota 2?

Valve and IceFrog introduced a controversial mechanic in the latest patch 7.23 for Dota 2. What do you think is the right way to deal with the Jungle Neutral item drop mechanic?

Keep the jungle drop mechanic and items as is. No change.

Keep the jungle drop mechanic. Balance items by shifting tiers, drop percentage and stats/function provided.

Give items a price in gold and make players buy them just like every other item (main or secret shop).
