For "Official" 14.1 High Runs, how should rules and fouls work?

Recently, Jayson Shaw ran 714 balls in straight pool, but when the run was submitted to the BCA for verification, they spotted that he fouled on his 45th shot, so they decided that only the balls pocketed after the foul should count, making his high run 669. That's still a world record, and the BCA certified the run as 669.
But when asked about this ruling, Shaw said this is only a foul in "tournament" straight pool, but that in "exhibition" straight pool, there are no rules. The BCA say they are currently making a document that will "establish parameters and standards for future 14.1 high run record attempts."
So how do you think this situation should be handled?
