Use the Minsc Card on himself. This will make him radically stronger, give him skill with the sword, and even give him some minor spellcasting. Also a shockingly hard to hurt pet hamster. It won’t even cost him much since 90% of his current “powers” are pretty easy to relearn how to use tools that he can brush up on before the fight.

Don’t use the Minsc card on Gil. Gil becoming a giant chad would be useful, but is “berserker with shitty spellcasting and a hamster” really a good match for Gil?

Use the Minsc Card on Balin. Poor bastard has been brought down from walking disaster gigachad to mostly noncombatant minor noblewoman. Throw the guy a bone and make him a badass again. It’ll be less immediately useful, but having another human sized skilled fighter with the right mindset is arguably worth it.

Don’t use the Minsc Card on Balin. It’s a near perfect match, but it’s also basically just “strong guy with sword” for the most part. Balin might be better served by keeping him weak for a bit and then giving him something a bit more high end.
