Yes, I play leagues just for the "starting from scratch" feeling, so a league dedicated to QoL improvements would be amazing.

Maybe, would depend on other balance changes to see if anything new might be worth trying or just wait til next league... But think the game definitely needs QoL improvements overall and would be willing to sacrifice a league for it.

No, the game is fine as how it is. A league with little to no new mechanics would just be a dead league.
